About

The Ministry of Environment, Agriculture and Climate Change (MoEACC) was established in February 2009 in recognition of the urgent need to develop policies, strategies, and plans that safeguard the environment, strengthen agriculture, and address the impacts of climate change. The ministry plays a vital role in combating desertification, preserving biodiversity, and promoting sustainable natural resource management across Puntland.

Vision

To ensure the sustainable use of natural resources in ways that mitigate climate change impacts, enhance food security, contribute to poverty reduction, and improve environmental integrity and quality of life for current and future generations.

Mission

To deliver effective and comprehensive environmental and agricultural policies and strategies, while promoting high-quality services through collaboration with the private sector, government institutions, and development partners. The ministry is committed to advancing prosperity, sustainability, and resilience through integrated climate change mitigation and adaptation measures.

Core Functions

1. Promote Sustainable Development:
   Support Puntland’s socio-economic development through responsible management of natural resources and protection of biodiversity.

2. Enhance Water and Land Management:
   Prioritize rainwater harvesting, watershed protection, and sustainable land practices to boost agricultural productivity and combat land degradation, in coordination with other government sectors and partners.

3. Strengthen Climate Resilience:
   Invest in disaster preparedness and mitigation—including droughts and floods—while building community resilience to climate change.

4. Climate Governance & Coordination:
   Facilitate and coordinate climate change mainstreaming, analytical research, communication, and knowledge management across institutions and sectors.

5. Access & Manage Climate Finance:
   Explore and secure climate funding from domestic and international sources, ensuring effective and transparent utilization.
